New county service helps prevent property fraud

Collin County property owners now have the ability to monitor changes made to their business or personal property through a new, free online service. 
 
“If someone comes in and registers a deed, then it would automatically send a notice to someone if they are part of the new Property Fraud Alert program,” Collin County Clerk Stacey Kemp said.
 
The new program, available online athttp://www.collincountytx.gov/
 
county_clerk/index.jsp, allows people to enter a phone number or e-mail address to be contacted in the event a deed is registered to their property. 
 
Though the issue of property and mortgage fraud has not become a huge problem for the citizens of Collin County, Kent said, the county is using the new program as a deterrent and as prevention.
 
In Collin County, there have only been a few cases  – three in McKinney, a few in Frisco and one in Plano.
 
Where this has become a major problem is in Tarrant County where dozens of homes have been stolen.
 
According to Kent, a lot of mortgage scams and property frauds have to do with foreclosed property.
 
In many cases, people would file false deeds on property, sell the property and then take the money. 
 
It then becomes the real owners’ responsibility to prove they own the house.
 
“It is usually very costly and time consuming to go through that process,” she said.
 
This has become a topic of discussion in the media since former Dallas Cowboy Eugene Lockhart Jr. was indicted in a suspected mortgage fraud scheme earlier this month.
 
According to information provided by WFAA, Lockhart and eight others allegedly arranged approximately 54 home closings that resulted in the funding of $20.5 million within a four-year period. 
 
When cases of mortgage and property fraud are caught, they are sent to the district attorney’s office and handled by  the Specialized Crime Unit  which is dedicated to handling property fraud.
 
“I encourage everyone to sign up for this program,” Kent said.
